Erin Coltrera

Senior Program Manager
Erin brings a decade of experience contributing to the development of complex, people-oriented policies and programs, including extensive work with guaranteed income pilots across the country. She holds dual master degrees in Social Work and Social Policy.

Professional Highlights

Erin has significant experience in unrestricted cash transfers and the guaranteed income space, having served as Associate Director of External Partnerships at the Center for Guaranteed Income Research (CGIR) at the University of Pennsylvania.

While at CGIR, she worked with government, non-profit, and community stakeholders in more than 20 different states, helping to implement pilot programs designed to disburse over $100 million in federal, state, local, and philanthropic funds as guaranteed income. Before CGIR, she worked on the Stockton Economic Empowerment Demonstration, the nation’s first mayor-led guaranteed income pilot, as the Research and Program Officer.

Prior to her work in guaranteed income, Erin worked at the Support Center for Child Advocates (SCCA) in Philadelphia. While there, she contributed to statewide child welfare policies and procedures and also co-authored the Advocacy and Legal Services section for the Pennsylvania Department of Human Services’ human trafficking manual. During her tenure at SCCA, Erin provided guidance for the development and execution of agency policy and positions involving child survivors of trafficking, performed policy and legislation analysis, and worked to advance SCCA initiatives and advocacy objectives related to anti-trafficking.

Erin received a Master of Social Work and Master of Science in Social Policy  from the School of Social Policy and Practice at the University of Pennsylvania. She has a Bachelor of Science, with special attainments in Commerce, from Washington & Lee University.

Erin can be found reading just about anything, running (ideally in the woods), or cooking pasta!
